I am not concerned about registration attempts here, but the serial number check just bothers me. It is an assumption of guilt that should require some probable cause. I don't see how it is different from searching the vehicle. The same standards should apply.

We could, given the Trooper had PC to run such; most likely they don't. Remember, I haven't seen a stolen car stereo kill a LEO yet; yet a stolen gun could.

Like I posted in an earlier post, you can Query Article on anything from drumsticks (if they have a unique serial type number) to LCD Televisions to Stereo's (car, home and commercial) to watches, diamond rings to kitchen blenders, mixers to knives to ATV's to boats to trailers to airplanes. If you can find it in a store and it can be stolen then a query can be ran against it to see if it is indeed stolen; but, most of that is done by the Criminal Law Enforcement body's such as The Texas Rangers, Narcotics and Vehicle Theft.

CCH is the most valued of all information. There are times that we can't give the Trooper's the CCH info because of rules and regulations.

Then why isn't there a 10-code for it? DPS won't say phone call or drunk because those have 10-codes, but they're perfectly happy to broadcast CHL status in plain English for anybody with a $50 scanner.

I suspect if I bothered to keep a pad and pen by the scanner, I could have a list of more than half this county's CHLs within a year or two.

There is a 10-code for CHL in DPS... such as: Waco-6145 subject "Smith" 10-xx, or Pecos-4217 subject "Smith" 10-xx expired (revoked or suspended) on date. Nothing else is given. That's all you hear on the scanner unless you're hearing SO to Trooper and they broadcast in the "plain speak."


And remember some CHL info is still public record. The only public record of anyone's CCH is the sex offender registry and that won't tell you if they have any other type of record such as auto theft or murder.

A CHL is NOT a CCH, and the brief summary's that we give on the radio to the Troops in the field for CCH's are just that... a brief summary and not the complete RAP sheet.

No Russ, I'm mainly QRT. Haven't been active for years but license still active. I was EC for the Arl.Am.Radio Club for 3 years back in the late 80's, and coordinated the FD thing. Loved it. Emergency comm was my thing serving with the Red Cross DAT, Tarrant county RACES, and the Arl. OEM as district coordinator for the Disaster Reservists. Madder of fact, I applied to Arl. as a 911 call taker 2 wks ago. No response back yet.....still doing b.g. check I hope.

When I turn on the talkie, I hang out on .94 or .14 AARC machine on 2 meters.

We run it as a "QG" (Query Gun) and there most certainally a database of stolen weapons, just as there is a database of stolen vehicles, boats, ATV's, televisions, computers and kitchen blenders. And, yes, it's a NCIC/TCIC databse that's available 24/7.

And NO, it's not to create any type of database!

I hope I never get stopped in my "mobile workshop". There must be 70-75 power tools with serial numbers that "could" be stolen. I'd be there all day while they checked.

With MDC that have a TCIC/NCIC Terminal when you run someone by DL or Name/DOB you get a hit come back that the individual has a CHL. Running the TLETS terminal here at Lackland has opened my eyes to just how easy some information is to obtain but other information isnt.
