In the Bill Satus Report, Charles (?) comments say " the ramp area where planes park at the gate is not off-limits".
But this is not true at least at Waco Regional. There is a large GA ramp area, but there is an area marked off in Red called the Special ID Area (SIDA). Even if you have ramp access, you cannot access this area without a special clearance, and this is where the air carriers park at the gate.
So, I'm not sure what this bill is trying to accomplish.
For the record, I am a GA pilot and it is OK to carry on the GA ramps and hangars (which are also a "secured area" because you have to have been cleared and giving a badge to access the ramps.)
