Yes, there's a 3rd reading, but the Senate routinely approves a motion to suspend the waiting period and move directly to the third reading. Correct, and I've been assured by Huffines he would vote for it. In order to bring up a bill for debate, it used to require a 2/3 vote (21 votes), but this session it was reduced to a 3/5 vote (19). Yep. The state fiscal year starts 9/1, so bills go into effect then, to synch with funding appropriations.
