The House parliamentarian has already ruled that campus-carry is relevant to HB910. If a point-of-order is raised in the Senate, then it can be sustained or overruled. If it's sustained, then campus-carry will not be added to HB910. If it is overruled, campus-carry will be added to HB910 and it will go to the House.

If the House concurs, then both open-carry and campus-carry pass and go to the Governor. If the House does not concur, then it goes to a conference committee where campus-carry can be stripped from HB910.

Chas.
As Charles said, if the house for some reason does not concur, it would go to committee and campus-carry would be stripped, then sent back and voted on again....where it has already passed. OC seems to be in fine shape! let's hope campus-carry makes the finish line also.

I thought (perhaps incorrectly) that one of the previous versions of campus carry was written such that it allowed carry for students, staff, and instructors only. While I was happy to see something moving forward, I recall thinking at the time that it would exclude parents, visitors, guest speakers, etc. from carrying concealed on campus.

However, I think now that this current version would not exclude the latter group, as it is written to be more inclusive of all concealed carry holders.

Am I correct in this?
Neither HB910 or SB11 have language specifying students, staff, instructors, parents, visitors, etc. Both bills apply to all CHL holders, whether or not they are enrolled or working at the university.
Keep calm and carry.

Lawmaker jumped the gun on campus carry deal claims
"I don't know of any deal. He's premature in talking about that. I will confirm that was one scenario that was discussed," Estes told the Chronicle. "The main scenario is to get the Senate bills moving. How long they been sitting over there? Two months?"

...

Fletcher on Thursday denied he said he made a deal with Estes and Birdwell on the gun bills. The Austin-American Statesman quoted him Wednesday as saying, "I just went over there and made a deal with Estes and Birdwell."

He told the Chronicle, "There is no deal. There was a discussion about the options we have (and) they both agreed they were OK with it."

She may be through with college if she doesn't get into the phd program she wants. Most of the articles I read from those opposing campus carry think it's all about defense against some "active shooter" who decides to shoot up a classroom. Actually, a lot of pro campus carry gravitate to the same argument. What seems lost on them are the night students, esp, walking from class out to the parking lots. Every aggravated robber and sex offender knows the law abiding students wouldn't be packing to their cars/dorms. Seems a no brainer to me, campus carry does for the university system what CHL did for the general public, reduce crime by keeping the bad guys guessing who might be carrying.

When it comes to sex offenders A&M wasn't so bad for her http://www.city-data.com/so/so-College- ... Texas.html" onclick="window.open(this.href);return false;
but you can't say the same for Tech grad ed. That is another story http://www.city-data.com/so/so-Lubbock-Texas.html" onclick="window.open(this.href);return false;

I'd like to be a fly on the wall. If there is any dealing going on that begs the question as to what the two negotiators expect to get in return.

Sounds like good way to kill both open and campus carry. At this point, I have almost zero faith in the legislature to do the right thing.

Thanks, I didn't realize the house parliamentarian had already considered this amendment to the bill. I'll take that as an encouraging sign that this has been well orchestrated.

Orchestrated, Yes. Well orchestrated, time will tell. :evil2:

Seems like a moving parts in one deal that may or may not be a deal according to reports with little time to get it done. Can't decide whether to hold my breath or not.

The Legislature sure is a roller coaster ride. This is my first time watching bills I'm interested in go through the process and I was 100% positive the OC/CC (Campus Carry) bills would have no issue. Quite a ride and it isn't over yet :grumble

One answer is Straus. If the two bills together can mean Campus carry can skip the House Calendars committee, that's a slick move. We'll see, I'm trying to be optimistic.

Typically, they wait till the last minute to start passing bills to forward to the governor's office. But, I too, fear one may destory the other. The CCW took a long time........fingers crossed.

Well I started the day yesterday very optimistic about OC/CC both getting passed, my hope deteriorated as the day went on.
It's a new day.....lets see what happens today! :yawn
