The tweet says colleges can opt-out, put the link she provided has the same text as 74novaman posted - and that text does not include an opt-out provision. I guess we'll have to wait and see...

When I first read it quickly, I thought the opt-out provision applied to all, it took me a second close reading to realize the opt-out provision is for private/independent institutions only (assuming that link has an accurate copy of the report).

I no longer see the language about partial opt out of specific buildings (with 2/3 of the regents approving, subject to legislative oversight, etc. etc.).

I think I do see language about allowing concealed carry in university vehicles, which has been a particular sticking point of mine.

Re: SB 11 Conference committee changes, it appears that before a vote on the bill, they will need to vote to approve a resolution to allow the "out of bounds" parts (similar to what they had to do on HB 910). See page 16 of the report.

Wording is confusing. President can make rules regulating the carry of weapons, then the regents can change those rules after 90 days or they have to CONFIRM the rules for them to take effect? (Sb11)

Most regents with the exception of Wallace Hall on the UT System regent's board pretty much rubber stamps whatever the President and Chancellor decides. I don't think they typically provide much practical oversight and direction.

Most regents with the exception of Wallace Hall on the UT System regent's board pretty much rubber stamps whatever the President and Chancellor decides. I don't think they typically provide much practical oversight and direction.

It will be fairly clear what approach UT will take. The interesting ones will be A&M and (more important to me) Texas Tech. Chancellor Duncan has been pretty open and neutral in hearings, but what approach they take in reality if this were to pass would be interesting to watch.

Some here have worked hard, and all of have suffered long, throughout this Legislative Session. While we still have one major goal left, to wit: pass campus carry, I'd like to suggest another goal we can collectively reach without the help of our legislators in Austin.

As long as I've been on this site I have never noticed a thread get to one hundred pages. That goal is within our grasp now! I suggest that before the clock runs out tomorrow night we band together to achieve that milestone!

C'mon, CHL'ers, we can do it!!
