ok I know the bill won't go anywhere and it's weird...but what is the point Rodney Ellis is trying to make here? The only thing I see that would change is that CHL holders wouldn't get to "pass" the checks, which is crazy and I don't understand his point?

This reads as universal background checks. It also seems to add some restrictions on transfers that I don't think are in place today. It also seems to mean that CHL holders would lose their exemption from NICS checks for purchases.
