SB343 is not limited to firearms and, in fact, doesn't even mention firearms. Nevertheless, it's a much needed bill to cure problems like San Antonio's municipal knife ordinances, cell phone ordinances in some cities and towns, etc.

The preemption law was first passed in 1987 and it has been improved periodically over the years. Could 'shall sign' for NFA items get in under this?

Not unless the chief LEO bill passes, but then preemption wouldn't be needed. SB343 is more of a defensive measure than an offensive one.
