Bulgaria assasination attempt

Can anyone make out the make and model of the gun?
One would think that a semiauto would mostly likely fail on a subsequent shot, i.e. FTF or FTE?
I wonder if it was bad ammo or a user error such as forgetting to rack the slide or deactivate a safety?

Perhaps a Makarov in 9x18mm? That is one of the common Eastern-bloc handguns manufactured in large numbers in the old Soviet Union and its Warsaw Pact subject states.
EDITED TO ADD: I looked up the assassination attempt. The story said that a "Gas Pistol" was used. Link describing Gas Pistols:

saw a clip in the news, said it was only tear gas
