Agreed. Would've helped to have had a gun and a CHL to speed up the encouragement process.

Market & Federal in Houston is not a place where you would want to go during the day without a compelling reason. It is not a place where good things are going to happen at 1 a.m. outside a bar called Club El Tenampa.
There is no way the victim could have been legally armed, since he was in a bar that undoubtedly is 51%.
And no, I am not prejudiced. These "clubs" are magnets for trouble, as this case shows. That part of Houston is plagued by gang activity.
BTW, the name Tenampa comes from a famous cantina in Mexico City:
