OH: Step away from the cow, and nobody will get hurt!

In Belmont County, Ohio (middle of nowhere), April 20, police went to a farm to investigate a report of starving livestock. Police reportedly encountered a man shooting from a window of his home.

After a mostly uneventful SWAT standoff, the man surrendered. No one was hurt. He was referred for a mental health evaluation.

The cows were taken into custody and farmed out to safe homes.

It's interesting to me that of all the things to emphasize, they chose to discuss the role of the police being to establish a perimeter keeping the bad guy in and all others out. It'd stink to coincidentally be inside that same perimeter while the police are busy keeping other people away, huh?

Can you imagine how embarrassed the brass would be if some average citizen solved the problem while that was going on? I'm convinced that's the real reason some university police chiefs oppose campus carry.
