IL: Defensive shooting in Cook County not prosecuted

In Harvey, Illinois (southerly suburb of Chicago) Sunday a 28-year-old man was fatally shot by a male relative of his live-in girlfriend.
The Cook County State's Attorney, Anita Alvarez, declined to accept charges against the shooter, citing self-defense.
The man was charged with a misdemeanor for not having a firearm owner identification card (FOID) which is required to own a firearm or shoot in Illinois.
The deceased man and his girlfriend, who had two children together, had a tumultuous relationship.

Harvey was pretty much a pit 15 years ago, and I don't think it has improved.
