If the story is accurate, then sounds like there was no self defense involved. Sounds more like an execution and the guy should be tried for murder if this is the whole story.

Basically it is an invasion of privacy and carries a disorderly conduct charge.

Actually, I was kinda' wonderin' what to do if you peeked through your blinds into an eye that was peekin' in?

If someone peeks into my blinds and catches me "at the right time", they've already been punished!

Me too. They may try to file a civil suit against me for causing them to go blind.
