This kind of thing is far too common to be labeled an "unfortunate accident" or the media's favorite term for any death—"tragedy." The death is often convenient for someone.

That area of Houston is a mix of nearly civilized apartment complexes and wretched hives of scum and villainy.

Security guards are not allowed to have a handgun on their person except when in uniform and on duty or on their way between home and work. (That would be assuming that the mope did not have a CHL.)
