Two hostages killed. One officer wounded.
Terrorist was try to move a group of hostages when another group bolted.
He opened fire and that caused the police to go in.

Based on my admittedly limited knowledge of the Australian continent, maybe the crime is low but the wildlife is impressively deadly. News footage I saw showed him walking in front of a glass window several times. Sniper should have simply put him down. Period. Preemptive shot would have saved two hostages and an LEO.
Hells bells, from a hundred yards I could have put a shot inside a 1 inch circle and so could dozens and dozens of people in this forum. Should have been a no brainer for trained police sniper.
Didn't have the will to act.

Looks to me like lack of will in action as well. The video of the assault has the "news" readers saying the police are storming the cafe. But looking at the video I don't see much in the way of "storming." Looks to me like four or five guys standing in the doorway shooting into the cafe and tossing in an occasional stun grenade. Seems to me that the Aussie cops are impressively armed and not impressively deployed.
