Horrible tactics....

Just awful, throughout the entire video...even the way she is standing there with her weight back talking to him.

Once on the ground a joint lock or body weight Should've been used to keep him down.

The shot seemed to surprise even her.

I say the male officer pulled his gun first (right side holster) when he got off the ground and then he re-holstered it and pulled the tazer from it's holster on his left side.

Neither of them looked like they knew what they were doing, shoveling flashlights/cuffs/etc all around and not paying attention. The guy would have not gotten away if the female would have let the male put his cuffs on him, but she stopped him cause she wanted to use her cuffs to make the collar.

Weird......yes..........unprofessional.........yes
It's a wonder the guy didn't get one of their guns and kill both of them.

It even appears to me that the male officer fired a round too.

If you watch it in slow motion, her finger is indexed along side the frame. This was an intentional shooting. Justified! The female officer handled herself better than the male. Why, because the male officer escalated the situation that in the end caused the use of force. He should be fired, charged and put in prison. Sadly, she will have to fade the heat because he is an idiot and a murderer.
