The surviving victim claims that the DART PD officer was the one who shot him, rather than the suspect. This is bad news for DART of this is the case. Maybe they need better training. It would be bad publicity if you are more likely to be killed by DART PD bullets than by actual criminals. KNOW WHAT IS BEHIND YOUR TARGET!

Unless you have been in a gunfight, you can't say this. While I agree you don't take risky shots if you have the draw-down, when someone is shooting AT you, and in this case hitting you, you don't necessarily have time to precisely place shots.Lonest4r wrote:The surviving victim claims that the DART PD officer was the one who shot him, rather than the suspect. Unless we know the position of all parties involved, shooting angles, etc etc, I would suggest we hold any speculation on whether the officer should or shouldn't have fired.

There's probably a lesson in here to the effect that when someone else's excitement starts, be somewhere else if at all possible.
For example, while I like seeing all the street videos by bystanders on Youtube, I don't think you will ever see one by me. Someday someone is going to video the muzzle flash from their own death...and it will probably end up on Youtube.

We all know that Dwayne Caraway is not worth a crap. If he doesn't want guns on the DART, this CHL owner and DH will NOT be riding DART ever again. DART PD already has a lot of bad news they have to contend with. There have been at least three shootings within the last 6 months. DH is currently in the police academy and was going to apply for DART but on one of the police wives forums, one of the wives told me NOT to have him apply. DART is "TECHNICALLY" a licensed peace officers but don't do what licensed police officers do. When there is a shooting or something, they don't handle the investigation, they have the city it happened in do it. The one yesterday is being handled by Richardson, the one a couple weeks ago is being handled by Dallas. DART PD is a JOKE!!! The DPD officer said he has heard DART PD tell a lady that was getting beat up to call 911 even though DART was right there.

jdlott74, My diatribe is not focused at you. I have heard these sediments being repeated with DART, small departments, Rural Departments, mid sized departments. There are departments that need to improve greatly, the officers are not a "joke." DART PD is a JOKE!!! The DPD officer said he has heard DART PD tell a lady that was getting beat up to call 911 even though DART was right there.
DART police department may have problems, but no department is a "JOKE," Poorly managed maybe, but the officers in these "Joke" departments many times work under administrations who don't know how to lead, bend to political pressure, and survive the "Peter "Principle."
What does this lead too? A police organization that does not have a clear and concise set of organizational goals and objectives, no leadership, lack of general and procedural orders. Officers are placed in to shooting gallerias with limited training and equipment. Lack of evaluating the trends that lead to directed enforcement activities. These "Joke" officers go to work and deal with a citizens, some of whom are upstanding individuals and others who are just scum thugs looking for their next victim. These "Joke" officers normally work for less with fewer benefits. These "Joke" officers still run toward the sound of gunfire. It was a "joke" DART Police Officer Nikisha Manderson who took on the thug and was shot. The thug was in an argument over an expired pass and gets in a gun battle with the "joke" police officer. Was "Joke" Officer Nikisha Manderson laughing at the end of the battle?
Anyone here really want to change places with her???? A thug who shouldn't have been in the possession of any firearm decides to try to kill people because he was a thug and trying to get something for nothing, a free ride. A lousy ride on a train and he shoots and kills people. When bullets start flying all the tactics are tossed and the officer will only raise to the level of their training. Sadly Administrators will not budget bullets, trainers and range time to improve the officer's fighting ability. There are only so many wives, husbands, girl and boy friends who will put up with even more money going out of pocket.
Then the Monday morning quarterbacks come and have the audacity to say the officers are "Jokes" and not real officers. The DPD Officer critical of DART would also been sucking wind in the gun fight, we all do. The same DPD officer, critical of DART, might shake in his shoes working midnight in a county where the nearest back up is 45 minutes away. Does that make him a joke too?
As for not investigating their own shooting. That IS the professional thing to do. There is less professional crap stirrers claiming a corrupted investigation.
DART has its problems, but nobody is joking. And any officer that will face down the armed bad guys are NOT jokes.

What kind of Law Enforcement are you as citizens insisting on? Professional? Educated? Trained? Well Paid? Great Leadership? A reasonable mission statement that not only meets the current standards of professionalism?
Or is it the Cut rate low budget department that has high turnover and poor morale and no support?
Which one HAVE you insisted on. Not just on internet forum, but calling the controlling government agency, offering not just complaints, but offering solutions. When you have highly trained, motivated and lead officers you can take the most backward corrupted department and make it excellent.
Or you can sit back and passively watch, all the while muttering and complaining about what a "Joke" the department has become. THE CHOICE IS YOURS. YOU GET WHAT YOU PAY FOR.

DPD has a lot of bad press, so that officer is the pot calling the kettle black. And I wouldn't trust what that DPD officer is telling you on 'hearing' anything. People make up stories, and it happens in police departments to. Certified peace officers are just that, certified. The amount of on and off job training that goes into their post academy assignments are what hones an officers skills. When your DH comes out of the academy he will be a green horn just like all the rest. What will make him a good officer, no matter what department he is with is his attitude on how he approaches the job and what he wants to make of it. If he approaches the job with that attitude he will be fine, but he has to remember no matter who they are, they are fellow officers and he will be darn happy to see them as backup in a crisis
As ddurkof stated, it is policy to allow other agencies to investigate any internal issue. A shooting in Plano might be investigated by DPS, Richardson, etc.
Now, for who shot who, the surviving gunshot victim says he was behind the BG and is sure it was the officer's gunfire that hit him. He also stated the victim that died was behind the officer, so the BG had to have shot him. First hand accounts are usually the best at telling what happened minus being able to see video from different angles etc. As for knowing what's behind your target, when the bullets start flying, all bets are off. Having been shot at (luckily only once) while I was a LEO, I can tell you whether they are hitting close to you or not, you want to find a hole to crawl into because you feel like a big giant target. And, would more practice have caused her to not miss? Maybe, maybe not. We know she had been hit with bullets, so we have no idea on what the impact did to her shoulder. Was it her strong side and she had limited use of her gun hand? Did she have her gun out before he pulled his and fired? We just don't know and won't know unless they release security video of the event.

For what it's worth - DART is the agency that's investigating the shooting on DART property - Richardson PD is the investigating agency for the final event off DART property. I just found out the victim that was killed by the BG is the son of a woman that I worked with.
She said that the PD told her that he died quickly and did not suffer.
She had just returned to town after going to her fathers funeral!

Jones opened fire again, but one DART officer fired from more than 30 feet away, hitting Jones between the eyes.

ddstuder, my condolences to the family. Very sad situation that some thug that is carrying illegally and isn't even supposed to legally have a gun would end someone's life over a free bus ride.

To be honest, in a fire fight if you get a hit at all you are probably just lucky. I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.
