Condition white and someone who is intent on killing you is a bad combination. Condition white in a known bad neighborhood (one guy said in the OP article said that there were at least 15 murders on that block) with someone intent on killing you is a really bad combination.
The laws in question (restrictive gun laws - hard for citizens to get and easy for criminals) have almost no bearing on this sort of situation. In an execution style attack (walk up and get shot to the ground with no warning at all) only those with a true "A game" would catch it in time.
