I learned as a young adult that making a big deal about small infractions, caused discipline to improve. No on even considered making a large infraction, considering the punishment for shoes that were not fully polished. I also saw the opposite where discipline was lax.

Apparently San Fransisco has not learned this.

Their newspaper recently said citizens should just tolerate crime.

The video is of smash and grab street crime which I guess is just now a way of life for SF.
