No matter what books he brought back and what his writings said, if it was a crime, why wasn't he arrested? And if it wasn't a crime, how could the FBI notify anyone without being sued for defamation?
Unfortunately, freedom is a dangerous thing sometimes. I prefer it to arresting people for crimes they might commit in the future.

I read elsewhere that he had made blatant death threats at work. I'll go out on a limb and say that's illegal in California. Why was nothing done about him on that basis?
