This guy is another mentally ill person. Mental Health care is a serious problem that is ignored too often.

Perfect. We will soon be seeing the same thing in Dallas now that the new DemocRat DA has decided that the mentally ill should not be jailed. That and a couple more 30.06 signs ought to do the job. The death of shopping malls has been blamed on Amazon.
To me the death is because of the decline of our society in general. The death of civil society.
Why go to a shopping mall when your child can be thrown off a balcony or you could be killed in a mass shooting.
And as always a gun free zone.

"mentally ill"...I'd accept that ONLY if he were locked up for the rest of his entire life, without even the slightest thought of ever being released...because if he's that mentally ill, then he will ALWAYS be a menace.

Mandatory treatment if the individual achieves sanity under treatment! HOWEVER I have met too many that do great while medicated but get tired of taking their meds and stop at which time the jump right back into the loony bin! So for a minor incident mandatory treatment with verification! But in this particular incident that guy needs to be locked into a mental institution for forever!

What sane person grabs a child that he doesn't know and throws him off a balcony. It was mentioned that some adjudication in his past was handled in mental court, whatever that is.

Clearly the answer is "common sense" arm control. After all, what normal person "needs" to be able to lift the weight of a 5 year old child over a railing. Mandatory, permanently attached, arm weights would have prevented this senseless tragedy. If people have jobs where they absolutely need to lift heavy objects that high, then they can apply for a license to use a higher capacity of their arm muscles (with lower weights installed). But we can also prevent the need for these licenses through a combination of better technology and mandatory maximum weights of 5 pounds on all items. After all, isn't a small sacrifice for some worth it if it saves the life of even one child?

Anyone who is mentally ill to the point of avoiding prosecution should never walk free again. Asylums can be gulags and offer many opportunities for abuses of power, but they serve a necessary purpose.
