Keep in mind that Texas gives counties the right to restrict shooting on tracts less than 10 acres. Some do, some don't. Check your county's ordinances.

Public, private or personal range? If public or private membership range, insurance will be required and is available. Your fees should cover the cost.

If you just use it for personal use, insurance should not be an issue.

Assuming the county allows shooting, what surrounds the intended range? Houses or undeveloped land? This may dictate the berm dimensions or other concessions.

Meet all legal and common sense requirements and one cranky neighbor can still create more grief than you want to deal width.

Then I can build a Range, with a survival bunker underneath it.... that would be ideal.

Actually, it's 50 acres for rifles and pistols. The 10 acres is for shotguns, air rifle, BB gun and bow and arrows.

From the Texas Local Government Code:

Sec. 235.022. AUTHORITY TO REGULATE. To promote the public safety, the commissioners court of a county by order may prohibit or otherwise regulate the discharge of firearms on lots that are 10 acres or smaller and are located in the unincorporated area of the county in a subdivision.

In part, reads...

"(1) a shotgun, ari rifle or pistol, BB gun or bow and arrow discharged:
(A) on a tract of land of 10 acres of more, and..."

"(2) a center fire or rim fire rifle or pistol of any caliber discharged:
(A) on a tract of land of 50 acres or more and:..."

Per the above titles, Chapter 229 pertains to towns. 235 pertains to counties.

Um, so if you have an 11-acre range in the county, and the nearby town expands and annexes your property, you are now subject to regulation and they could shut you down? My assumption was that you'd want a plot of land large enough to eliminate being hassled. (Well, any more than necessary, anyway.)

You'd more then likely be grandfathered in under the law that allowed you to initially setup the range. There's quite a few ranges in texas in this situation.

Now, that won't stop your new, suburbanite neighbors from complaining and trying to get you shut down...
