(Not saying the officer did anything wrong BY ANY MEANS. . . just saying that as a passerby out in the hustle and bustle, this clothing choice alone would lead me to raise an eyebrow without considering any other factors.)
most likely at a low ready though - there's only a handful of reasons one would wear something like that on a hot summer day... and none of those reasons are good.
