Since some of this thread is very long and morphing into discussion on today's House session, I've created a new thread for today's session.

Re: SB11 Campus Carry House Floor Debate 5/26/15
I don't know anything about these bills however they seem to have made it out of committee and have passed all the way through the senate and the 2nd reading in the house. It's interesting that this maneuver is necessary at this stage. I suspect this group is not gaining many allies. I am ignorant on these bills so can't speak to this being a good idea or not.mr1337 wrote:Wow. Stickland is kicking butt and taking names. He's knocked off at least 3 bills off the local & consent calendar since I've been watching today.

I think they did this yesterday too. They flew through a bunch of bills that didnt' require discussion.Aggie_engr wrote:With the way the speaker is flying through the local, consent and resolutions and the way bills are being pulled, is this payback for the attempted filibuster by the dems yesterday?

Re: SB11 Campus Carry House Floor Debate 5/26/15
I think it was sb27. That's an interesting move and a bit scary if it only takes 5 to take something off the calendar. I'm surprised sb11 and HB910 stayed on the calendar. Like the rule that was used last night in our favor, I wonder what other restrictions are around their use.NotRPB wrote:good morning ...Aggie_engr wrote:I see SB11 is on the supplemental calendar for third reading whenever they decide to get to it. I could see the order going:
1) local, consent and resolutions calendar,
2) catch up on items eligible for consideration (HB910 concurrence vote?),
3) supplemental calendar where I'm sure they will take up postponed business first (3 bills) and then
4) regular order of bills for third reading which puts 2 more bills ahead of SB11.
Of course this is my speculation based on the sequence of events which occurred yesterday in the house.
Stickland has 5 signatures to remove sb7 from Local Consent Calendar ...

It seems an important factor will be the selection of the members of the conference committee.

Re: SB11 Campus Carry House Floor Debate 5/26/15
I'm guessing the 2/3 vote requirement will hold off bad amendments however are we once again up against a clock that can be run out with endless amendments?NotRPB wrote:Watch for Amendments to be laid out today on 3rd reading ...mmm
I know of 1, which made me groan
A bill may be amended again on third reading, (but amendments at this stage require a two-thirds majority for adoption.) http://www.house.state.tx.us/about-us/bill/" onclick="window.open(this.href);return false;
Hopefully all rejected except those acceptable to Authors/Sponsors.
We aren't quite done yet folks ... Stay tuned.... Listen to Charles.

Re: SB11 Campus Carry House Floor Debate 5/26/15
It's in amendment one. The amendment removed language so you have to go back to the original bill and see the text that is removed by the amendment.XinTX wrote:This is the poison pill.jmra wrote:So, our legislature who so strongly supports property rights that they insist that businesses completely open to the public have the right to ban any type of legal gun carry are requiring private universities to participate in concealed carry in areas only accessible to university ID badged staff and students (areas closed to the general public).
I'm so confused.
But I've been reading through the amendments and I don't see this. But IANAL, nor did I stay at a Holiday Inn Express last night. Unless it's in those bits where it changes some language and instead refers to the TX Code.

Yes, and I didn't hear him yesterday shooting us in the foot so i'll give him credit for that. It will be nice if he learns from this session and gets better.TexasJohnBoy wrote:Stickland is on there, yall... Just sayin.TexasJohnBoy wrote:For those curious:

Re: SB11 Campus Carry House Floor Debate 5/26/15
Sounds like that could happen. It is a step better then where it is now, you have to leave it in your car. Maybe some days you don't have class in the banned building. For a professor or other employees that don't have to go in the banned building, it's a big gain. Doesn't solve everything for everyone but it is a gain.sig-sog wrote:So let's say a student has a class in bldg 1 where carry is allowed. Then let's say their next class is in bldg 2 does not allow carry. Does the student have to go to their car to store the handgun? And then go back to get it for class in bldg 3 where it is again allowed. This is ridiculous.

Re: SB11 Campus Carry House Floor Debate 5/26/15
That last amendment puts a new hurdle when it goes back to the senate as it know brings the property rights issue back into play. I guess they can strip it back out in conference, if they have the will to do it.

Re: SB11 Campus Carry House Floor Debate 5/26/15
Here is a link that has some good info. My understanding of engrossment means the bill typed up with the amendments included. It then goes to the 3rd reading. I think it can still have new amendments but they have to have 3/4 vote at that point.Ruark wrote:Will somebody please state, in plain language, what "engrossment" means?
I'm not sure what kind of clock comes into play there. Once it passes 3rd reading, then it's back to the Senate.
