This guy up now is mischaracterizing now. He's making it sound like the rules to purchase a gun are changing instead of carry.

Amendment to expunge the record for offenses from the past of people carrying without a license. This sounds like it's appropriately limited to cases where the firearm was not used in any nefarious way, it was simply carrying without a license.

I'll bet she thought she was just making a point. I'll also bet she still votes against the bill. I hope her amendment has tight language so it doesn't derail this thing but I suspect Schaffer would have looked at that already.

They are not talking publicly right now. They are dealing with a Point of Order and then will come back "online". Notice just above the bill number it says Point of Order. That changes to the amendment number they are dealing with when to are going again.

While there are merits in the argument, it sounds like this is one of those places where you go for what you think will pass vs an ideal. I suspect this amendment would be a poison pill. Let's get constitutional carry passed. Then it can be improved where needed like CHL was.

If you mean amendment 3 no that's not what is said. What's being said is that it would be a class A instead of class C if you walk past a sign. Currently it would require notice and still not complying to raise to a class A. I have not heard them explain it. I heard point of order made and people were called forward and then it went silent. Just a couple of admonishments to the gallery to keep quite, sounded like some protesters. They were told if they did it again the gallery would be cleared. It's been silent other than that.

That's how I read it (for a license holder). My understanding is that currently, a license holder can open carry in a car (or outside the car) as long as the handgun is in a belt or shoulder holster. HB 1407 passed the house - the bill adds a phrase allowing more options to belt or shoulder holster when in a car for a license holder. It adds:
"or
in a holster, and the handgun and the license
holder were in a motor vehicle
