doesn't the law already allow a CHL that hasn't been expired for more than a year count as a renewal?

I am all kinds of confused with this.... Someone please help...
I PCS'd last November and I never got the chance to go to a CHL Class before I left. My current CHL expires 10 Aug of this year (Less then 1 month till this law goes into effect), will I be able to renew without the class? What if I start the renew process before the actual 10th and then take my time mailing (snail mail) off required documents.
Will I need to submit new fingerprints since I have never done the L1 thing? If so, does that have to be in the state as well? Thanks in advance!
