My wife and I lived in Louisiana for a couple of years, when the corruptness (at every level, every day) got to be too much for us, we moved back to Texas (should have never left).
But one redeeming thing they had down there....was a phenomenon whereby exceptionally 'bad' people would just disappear.
I know there isn't a 'Honey Island Swamp' in El Paso, but I bet there is a lot of suitable desert land to serve the same purpose.
Lots of God forsaken swamp land were someone could go missing and no one would ever search, lots of alligators and crabs and other critters to eat the evidence. Do the math.
