I think there may be a bit more that will come out in time. I saw a story about a Sheriff's Deputy that supposedly tried to engage the shooter but had to take cover when the shooter pointed the AR at him. Before the deputy could recover the shooter took his shots. If the deputy had gotten back up in time the SS sniper may shot him also.
I say this with the understanding that there are a bunch of misleading or fabricated stories out there. This one was from a supposed witness to this particular part of the event.
Also from the pitch of the shooter's roof the shooter may not been in sight of the SS sniper until he popped up to shoot. If the story about the deputy is true then the shooter had hurried his shots and did a "spray and pray".

edit: Big question is how did the shooter know that his area was not covered beforehand????
