Majority vote, but there's no guarantee it will go to the floor today, that's just when it's eligible.joe817 wrote:When HB 910 comes to the floor tomorrow for concurence vote it is a simple yea or nay vote. What determines its passage. IE: simple majority, plurality, 3/5 or what?
You see, I have to have SOMETHING to worry about tonight!

I think the Senate has to report the bill and amendments and distribute them first, which hasn't happened yet I believe.safety1 wrote:The House will convene at 1:00pm today any chance HB910 comes up?

I doubt it, section (b) doesn't seem to be fulfilled.texasmusic wrote:This one?CJD wrote:The Texas Constitution requires the bill to be heard on 3 several days. They can suspend this rule, however.texasmusic wrote:"Suspend the constitutional three day rule"
What does this mean re: the Texas constitution? I did a search & it turned up a few sections.
(b) When such a period of emergency or the immediate threat of enemy attack exists, the Legislature may suspend procedural rules imposed by this Constitution that relate to:
(1) the order of business of the Legislature;
(2) the percentage of each house of the Legislature necessary to constitute a quorum;
(3) the requirement that a bill must be read on three days in each house before it has the force of law;

Re: Sen. Huffines is killing HB910
If amendment 9 passes, as is, and the bill passes, it goes straight to the governor. If amendment 9 fails, or is amendment by an amendment and then passes along with 910, then it goes to the House for a concurrence vote.safety1 wrote:Would this still be a concurrence vote in the house, or to the governors desk from here. I doubt it will pass, but if it does it will be as a tool to make amendment 9 fail.Vol Texan wrote:So...Huffman is going to raise the punishment for unlicensed carry of any kind.
Thoughts on this?

Re: Sen. Huffines is killing HB910
I don't want them to have this ability. Imagine how many times someone would get pulled over solely for open carrying.NorthTexas wrote:I'm no expert on MPA, but if I understood Huffman correctly, today an officer could pull over someone open carrying in their car, as that should be illegal either way (CHL must be concealed, MPA calls for concealed as well I believe). If Amendment 9 was attached and passed, police wouldn't know whether an open-carried gun in a car was done so legally (with CHL) or illegally (without CHL) because they wouldn't be allowed to pull the person over to check whether they had a CHL. Sorry if that's not very clear...K5GU wrote:The same as it is today, right? Re: Sen. Huffines is killing HB910
Yes but neither can they pull someone over just to see if they have a driver's license, even if they are driving without one. You can't legislate away crime.NorthTexas wrote:But what about someone open carrying in their car under MPA who doesn't have a CHL? Sen.
