I am not following what you mean by the highlighted portion of your post. Are you talking about the Employee Parking Lot Bill? That would only apply to employees not contractors, visitors, or salesmen.

Regardless, I am giving both DL and CHL to the officer as he arrives at my window. He can then tell me how he wishes to proceed from there.
