The buckle on the strong side is not necessary to wear the pack, but appears to be used to deny access to the zipper on the gun portion of the pack. As far as fanny packs go, I don't mind. I may actually get one, but no plans to spend $15 for a "free" one. I can modify a $6 one from Walmart with some leftover elastic and get the same use.
