Interesting... My above quoted text from 411.184 was from CHL-16, page 13, "Modification". Looking at TX GC 411 directly, 411.184 is no longer part of the code online. When you move and get an updated CHL, for example, the old CHL (if unexpired), must be returned to DPS.
ETA: just looked at GC 411.181 Notice of Change of Address or Name - nothing about returning the original license.
Regardless, the second license, if unexpired, cannot be kept.
jmra's first hand experience is that it's required to be destroyed. I'd go with that.
