It's the same reason people will allow themselves to be herded into a walk-in freezer by gunmen, and kneel down to be executed: most of those that might resist lack certainty until it's too late to act.
Not many people have the ability to, "in the moment", recognize the possible evil outcomes of that ambiguity and ACT in a way to minimize or eliminate it, or flee from it.
