personally, if I were in charge of developing some sort of "public" education....and yes as a homeschooler I do understand that not everyone can do it....there are some situations that simply don't allow for it....so anyway, if I were to develope a plan, I would develope "neighborhood" schools, a very small school in each subdivision, every few blocks, small schools; several rooms, personal attention, parental involvement sports and such would be held with several schools or something like that.

if a person is paying a mortage the taxes are included in the payment, if that property is being rented out the payment is covering the taxes too.
the biggest....difficulty comes when someone has lived a home for so long that not only are they receiving the senior discount but they are paying against the purchase price, not the value. Thankfully in our case, the value of my in-laws home isn't....ummm, spectacular, as in some cases. We've even talked about buying out my sister-in-law when the time comes....it'll be a decent rent house or good to use for the kids to start living on their own.
you know what? I moved so much as a kid, Navy brat....I literally didn't realize that it was possible for people to live in the same place for most of their lives. Wasn't 'till I was in college 'till I figured out people some people did that.

best thing you can do if you have elderly parents is switch the title of their property to a...."lady bird title" (I think that's what it's called) basically they retain control of the property but whichever of the 'inheritors" listed, become the "owners" .... now the drawback, if the parents are getting a discount on the taxes, which my in-laws were, they don't anymore, beause they aren't the "owners" anymore, the "owners" are younger so the property isn't elegible for the discount...we finally have gotten him past that, I think
he now pays what he always paid and we split the rest with my husbands sister.
