The article tries to make it look like the victim was shot over $1, which I say is inaccurate.

The request for $1 was merely an "opening line", and the victim would have been robbed and likely shot whether he complied or not.

If a stranger approaches you with such a request, there is only one thing in your pocket that you should have your hand on.
