got a friend that lives with his wife in Puerto Peñasco, he has a shotgun, a .32 a .380 and a couple of black powder guns.. He says that yes, you have to jump through hoops, but ownership is legal.
I'm sure some type of bribe is involved.

Is there any provision for legal carry?

Mexico makes it easy for criminals by not allowing citizens to be armed.

Here in the US, the odds are greater they'd face legal armed resistance.
