The guy in the red deserves much of the blame for doing nothing. He should have jumped the guy when the lady hit the gunman with her purse. It was the perfect opportunity. I don't blame the other guys because by the time they would have gotten to him he could have shot them and it would not have done any good but the red shirt definitely could have jumped him.

It might have made the situation worse though if he was unable to subdue the guy.

The others would have had to be willing to jump in and help but they might not have been willing to do that.
