In the most technical sense, the current practice does comply with the Admin Code requirement of demonstrating proficiency at each alternate renewal. Since the initial certification and the renewal are two different activities, the initial training does not factor into determining if the renewals are properly alternated (think of the "third renewal" usage in the past that did not include the initial class). Therefore, whether the proficiency demonstration is done during an instructor's even-numbered or odd-numbered renewals, it would still be alternate renewals.
