It would be hard to argue that all members are in control. Though they have a vote, they do not direct the day-to-day operation. Does a member have any kind of authority over the place while it's open?
This seems like saying each shareholder of a company is in control of the company's property. I wonder how much control a persona with a share of Google has at the Googleplex.
