I think this hangs on the question "authorized by who?".

Authorized by the company / management? It's a company policy handbook after all.

Or authorized by the state.

My first thought / interpretation was for management authorization. Which in that case, if you're "unauthorized", since Texas is at-will, you can be fired immediately.
