I called the CHL unit at DPS and asked if I would have any trouble with my application, having been born abroad myself. The man with whom I spoke asked if I had a passport. I replied that I do, so he said that a photocopy of the first page (the one with your photo and pertinent data) would suffice. I included such a photocopy and had my license in hand a month after submitting my paperwork. If you don't have a passport then I'm sure a State Department Certification of Birth (form DS-1350) or equivalent would be acceptable.
