My best guess is that he will allow it to become law by default, without his signature. That way, he can tell the corporate interests, "I didn't sign that parking lot bill that you opposed", and he can tell gun owners, "I didn't veto the parking lot bill that you wanted." This way, he can claim to be on both sides. Of course, I am pretty cynical about politicians, even those I support, like Perry.
