When I moved 5 years ago and applied for an updated CHL with correct address, the instructions I received from DPS was to destroy the original.
ETA: just looked at GC 411.181 Notice of Change of Address or Name - nothing about returning the original license.
The modification mentioned there has to do with changing actions, Which isn't specified anymore.

If you had a NSA license, and changed it to a SA you had to send the NSA back in. I was confused about that and got some clarification from DPS on that last year.
