AFAIK, there are no laws prohibiting stupidity nor are there laws requiring good judgment and common sense.
In both cases they can be told to leave and arrested for trespassing if they don't. However, if they weren't told to leave, they shouldn't be arrested on phony "disturbing the peace" charges for their legal acts.
