Question about yor 3rd renewal, 4th permit

I saw a web posting stating that you do not have to take any of the tests, lectures and shooting qualification for this situation.
Just show up at class location, process paper work and pay reduced fee.
Is this true? I am interested, but want to be sure I am not doing something wrong and risk my license.
