In my opinion, which may be take with a grain or two of salt, the very next person on any state funded campus that is assaulted in any way should sue the board of reagents of that university/college for failure to provide security and also criminally charge them with conspiracy in the criminal assault. Not the University/College itself, but the individual members of the Board of Reagents.
