Don't construe my comment as a "let it go".. rather these types of suits are often rejected (the municipality or police dept can grant, or deny the claim, THEN if denied, your friend would have to sue. Initial consultations by attorneys are typically free, it never hurts to shop around and find the right lawyer. Depending upon my schedule, I could graduate in 3 more semesters (possibly in one year). I am about to have a provisional license in Oklahoma, but will be getting back to TX as soon as possible. Look into the Texas governmental tort claims act. You'll see why lawyers are not jumping to take these cases. Hope it works well. If I was licensed in Texas (soon enough) I'd be happy to try and help.
