The law allows a peace officer to disarm a CHL if the officer "reasonably believes it is necessary" for his or her protection. Letting the person draw and manipulate the handgun seems like prima facie evidence the peace officer does
not reasonably believe the CHL is a threat, and therefore there's no reason to disarm the CHL.
Pretty much every excuse for disarming "it's SOP" or "it's policy" ect, is evidence the officer don't believe the CHL is a threat.
