I don't think Abbot's opinion is based on statute law. Reciprocity statute only requires a license from a recognized state. If everyone wiht a out of state license had to meet Texas standards they would have to have 10 hours training and qualify at the range (and use an auto to carry an auto).

Missourri (I think it was) used to not issue licenses until 23 and didn't recognize other state licensed for anyone under 23. I think they changed that though. But at least it was written in their CHL law. What Abbot said isn't in the law.
