Then he's no longer a Michigan resident. He can carry in his car with MPA and in his home. His choices if he wants to carry other places are (a) wait until he has a Texas CHL or (b) use a valid nonresident license that Texas honors or (c) break the law. The best answer is to take the class when you're in Texas interviewing or looking for a new home. Get the application going as a non-resident. With current processing times, you could get your card before you move. Then it's as simple as changing the address on your concealed handgun license when you move to Texas and get a Texas drivers license.
