The only exception in an urban environment that I can think of is when it is a scheduled political 2A protest on statehouse or government property. Then it is a 1st Amendment issue. For example, the MAIG counter-protest in Columbus OH organized by the NRA and Buckeye Firearms Association a few weeks ago. It made the national news.

But I make a huge distinction between political actions on public property versus getting into conflict with private businesses.
